IE 7 is probably the best, i would install both and see which one fits your style most, mozilla firefox is also an option, both it and IE have add ons which can help you customize your browser, im not sure about opera.

If I had to choose between those two, probably IE 7 simply because of its fast speeds. But, I would recommend firefox over both of those.

Opera is a safer option, but IE7 is generally a more robust and operable one, as Microsoft does not stick to all standards, but most developers develop so that IE displays their sites correctly.
Firefox is another good option and generally more operable than Opera.
